Title: ONLINE CATs UPLOADS
To all students,
I am aware of the delays that have recently inconvenienced candidates especially after traveling through traffic jams or long distances.
It is extremely annoying to do all this and be told that "the CAT has not been uploaded and so come back tomorrow".
Even worse, I am aware of situations where tutors did not set or mark on time OR CMs did not upload Yearlong Time Tables or Set the Online CATs Time Tables on time.
Apart from letting you know that I am aware of these, I wish to inform you that I have taken exceptional measures to ensure that I weed out staff that frustrate students and paint a bad picture of the institution. They must be working for other interests and therefore we cannot pay for services we do not need.
To begin with, all CATs questions will now be uploaded directly online by the tutors and will be reviewed by myself. I will be the Examination Officer and will ensure that nothing is left to chance.
The same applies to Assignments, Schemes of Work, Notes, Sample Projects, and Online Library Books.They will all be uploaded directly by tutors by 15th of every month for my review.

Title: ORIENTATION FOR NEW STUDENTS
This is a policy requirement and MUST be done every first Saturday of the month at 8am, with tuors, CMs, Librarians, ICT staff, etc. Students must be informed of this in advance through notices and must be signed to indicate the same. This will be attached alongside the final Orientation Report. We have had enough complaints from Kisumu especially where there seems a dead customer service attitude.This does not exclude other campuses. Reports on orientations is a requirement before staff are paid and I will be mad to know why staff were paid without this. The report must be signed by the staff present, and students attending. Title: ONLINE LIBRARY
Use of print materials is almost obselete and so most books are going to be online. Online books remain relevant and up to date. If you rely on a textbook whose edition is over 3 years old, you run the risk of your project being declared obselete. Librarians need to ensure that we subscribe to many online books rather than textbooks! We need fresh air in the library staff who seem to be just around. Tell me when your librarian had a day set aside to let you know how to use library services or when your librarian toured you through online books. Surely, a Certificate is just Paper... A number of them do not have all Assignments and CATs.

Late payments are Bridging/Std Dip GBP 5 per module, Adv Dip GBP 6 per module, Grad Dip GBP 8 per module, Post Dip GBP 10 per module
A project is late if it is not submitted within 30 days of module teaching OR the exam fee payment date is exceeded.
Do note that late penalties apply if:
1. Your project submission is late. For example if the module was taught in Sept 2008 and you submit the project after 1st Nov 2008, your project is deemed late and penalties apply.
2. Your payment date exceeds expected payment date. Module exam payment deadlines are 31 Jan, 31 March, 31 May, 31 August, and 30 November. Payments received later than these dates (and for modules taught 60 days earlier than these dates) are deemed late and penalties apply.

Title: NAIROBI SCHOOL PROGRAMMES CLOSE ON 28TH NOV 2008
Please note the above as Soin Arcade 2nd floor, closes on that date to allow for demolition of partitions as we start work on the new Westlands Campus, over December 2008. 5th floor and Library remain open until 23rd Dec2008.
Any pending classes should be completed by this date.
We note that exams will be coming in May 2009 for some candidates and we will have full make up for December 2008 over Jan and Feb 2009. Moreover other candidates would not wish a delay in their course. In January 2009, we will have new extra tutors and this should boost the makeup.
I hope you all need a new campus , esp will science lab and others.
Other candidates taking only bridging will continue with main courses until 20-23rd December 2008, as long as the December syllabus is through.

All letters from students should be requested from the student's portal and not via CMs unless there is a definite problem.
Moreover most functions do not trigger unless directly requested by a student.
We are now very efficient and replies arrive within 24-48 hours.

These are the break downs of the payments, considering what would be fair in MSA at this time and ensuring it would be fun, secure and fairly neat:

Now I have seen comments from people saying that it is too much. Let me know what hotel you will find at this time charging less at Nyali. Of course you cannot stay away from fun (reasonable fun would be in Nyali or South Coast) , unless you will acquire transport which costs more.
If you wish to travel on your own or have alternate accomodation, please let us know so that we plan. Obvioulsy these will reduce your cost, but we would like to have meals and fun together. Otherwise it is not a DALC Event!!!

Title: NOVEMBER 2008 EXAM DEADLINE
1. All tutors should ensure that all Final Module Projects are marked online by 20th Nov2008. Otherwise, the projects won't transfer to UK. Am sure you all know the consequences.
2. All candidates must make sure that if their CATs and Assignments were done manually in the past, they should take the Answer Scripts to the CMs to upload marks into the online system. CMs must have uploaded all these Assignments and CATs by 24th Nov 2008 and send to my office the Answer scripts for verification by 25th Nov 2008.
3. Any delays mean that your Exam Session will be 31 Jan 2009 and at your Late Penalty Fees. Delays occassioned by tutors will be charged directly to them. Delays occassioned by candidates will also be charged to them.
4. If you have fees arrears just know that your projects will not go to UK unless you had requested online and got approval.
The same apply to thesis. Please note that no action will be taken on cases where candidates ask about upgrading universties and they have not written the theses, have fees arrears, or thesis not uploaded online.

Title: CATs MARKS - OLD SYSTEM OR THOSE DONE MANUALLY
If your CAT marks are not available online (i.e no display of marks online) when submitting final module projects online, you will need to take evidence of the marks to your CM who will upload the marks online.
I am afraid we will not transfer to UK projects without Assignment or CATs marks.
This applies to those who are submitting projects now online but the Assignments and CATs were done manually.
Deadline is 20th Nov 2008, as we will upload approved projects to UK on 30 Nov 2008.

Title: MOMBASA RETREAT - TIME RUNNING OUT
Those intending to go for this trip MUST confirm by 20th Nov 2008. Cost is Ksh.12,000
To confirm, please log into the online system and click "Events". Click on "confirm button" for you to register attendance.
Make sure you will pay by 25th Nov 2008 before confirming. It is peak season in MSA and rates are high. We must also book early.
We do not want to go through what we saw in Kisumu where the hosts ate the guests food (without paying) and lined up the following morning (before guests woke up) for breakfast and again without paying! We will of course, charge those who ate for free on a charity event.
If you can't afford, just don't show up. There are those who are fond of offending others.

Title: PROBLEMS WITH CATS: WHAT SHOULD I DO?
If you have problems with online CATs, these are the steps you need to take:
1. Ask the ICT tutor or CM to contact me or Milkha immeditely. Do not call Exams Officer or Webmaster. If you call them, your CAT will be cancelled as it will be deemed fraudulent.
2. Enter the problem in your online portal so that we note it as official
If the problem cannot be resolved within 30 minutes,
1. Go home and you will be notified when you will be able to do it in DALC again
2. Request for the CAT to be done oustide DALC online, through your portal.

We have been receiving calls about :
- Power went off when I was doing the CAT or internet not working - we cannot do anything as well. How about if power went off and you could not read manual /paper based exams? Internet will always have issues and it is up to us to adjust. There is a lot of improvement though. We are in Africa and with limited ICT infrastructure, but we can't lose track of the future just because of small turbulences that will go away.
- I accidentally logged off - read instructions carefully before doing exams. Request through CM to do it next time after paying Ksh. 1000
- Wrong CAT uploaded or CAT not uploaded - Check with CM if CAT is on Year Long online TTable and if you are added to the TTable for the CAT. I am afraid we will not upload unauthorised CATs for modules not authorised for the month. We will then authorise for you to do it next time.
- Can't access CATs - if you have fees arrears, the system will not allow unless authorised directly by Head of Missions. The same applies if you have pending issues with ICT, Library, etc.
- I missed a CAT , how can I access it when available? - If you were not authorised to miss the CAT, you will pay Ksh. 1,000 to enable us reorganise. You will need to request online from your portal for us to approve and hence reorganise it.

Title: FINAL PROJECTS AND THESIS
It is a requirement that when submitting Final Module Projects that you make sure the following are adhered to:
1. State the Month and Year the Module was taught
2. State The Exam Session of Submission. The following are the submission sessions/deadlines: 31 January, 31 March, 31 May, 31 August, 30 November
3. Upload the project
4. Print both Cover and Declaration pages, sign and date them. Scan and upload both pages online.
5. Make sure that Assignments and CATs marks are diplayed by the system. Any project without these will not be sent to UK. Assignments contribute 10%, CATs 20%, Module Projects 70%.

It is a requirement that when submitting Thesis Projects that you make sure the following are adhered to:
1. Scan and upload copies of transcripts and CV when submitting thesis
2. State the university you wish the thesis to go to for cerdit transfers
3. Upload the full project

Title: TUTORS CHEATING IN MARKING
We are investing complaints of unfair marking form tutors where students have complained that their submitted work remained pending for more than 7 days.
More importantly, we are compiling a list of teaching staff who mark over 50 items in one hour by simply giving 5-8% and making the usual comment: "I could not download your work, please re-send". Students keep on resending what has all along been downloadable.
Of course they do this towards the end of the month so that on their profiles it will read "no pending work" , but in real sense they have done nothing! The point is, they look like they have done all their work and so they should be paid and very well for meeting targets on time!
There are also those who give "vague comments" on Answer Grids. Such comments cannot help a student understand a weakness or strength.
This is evil and cannot stand the test of academic professional standards. Once I have the list of the offending teaching staff, I will publish them and of course dismiss them at once, as per policy.
I request all students and parents to support these efforts aimed at improving the quality of academic outcomes/standards/ethics, especially by understanding that I will postpone some classes in order to replace the affected staff. I will, as always, make sure that the new tutor will recover the slost lessons such that "you do not lose on time and money paid".

Title: FRAUD IN TIME TABLING
Whereas all do know that students are expected to do one Core Module and an Additional Core per month, some Campuses are offering two Core and mostly two additional core modules.
This has been discovered in Mombasa where the Admin Staff make changes on the Time Table without seeking direct approval from The Head of Missions as per policy. They instead create "artificial problems" by asking the students to complain to me that the staff at Chiromo Lane have not uploaded the CATs yet the Time does not indicate the CAT as available on the online Year Long Time Table.
Take notice from me that staff that taught unscheduled and approved modules will not be paid and may be dismissed from service and the students will be asked to pay for the modules. We are going to conduct an indepth audit of this campus and other campuses suspected to be involved in this fraudulent activity. We are aware about some campus where admin and teaching staff were paid money to teach the modules that were not scheduled hence students did more modules in one month than expected without approval and due payments.This amounts to fraudulence.
Each student suspected must now explain how they covered more modules in a month than expected, yet the contract and policy are clear on the same. We are also suspecting that these students get their projects done by the staff or accomplices (of course after paying them) hence there is no academic honesty.
Worse still, these admin staff call The Webmaster or Exam Officers directly on their cell phones even beyond working hours. Of course they are avoiding me because they are guilty.
Some students have also been given the staff numbers. They call them beyond working hours and use abusive language on the staff. This is completely unacceptable. NO STAFF OR STUDENT IS ALLOWED TO TALK TO THE WEBMASTER OR EXAM OFFICER.
I had sent an earlier advice against direct calls to the webmaster or Exam Officers since it contravenes the examinations policy especially security of information relating to exams.
Staff or students are expected to call me or Milkah or use online complaints portal to communicate. I will now take serious actions on those not following policy. We cannot have a bent exam process. All those who called the webmaster and / or Exams Officer, will have their CAT Exams cancelled and if staff will be dismissed forthwith.
We are not going to dwell on one issue over and over again!!!!

Title: FEES REDUCTION DOES NOT MEAN A REFUND
When negotiating with international partners, the main thrust was about reducing examination and credit transfer fees.
The noble idea was to ensure that our candidates complete to full bachelors or masters degrees.
Now, our usual low attitude is back. Much as we mentioned that any excess will be transfered to credit transfer fees, most people are requesting for refund instead, so that "I solve this problem first". Interestingly, even where the money was paid by a company, they would like to pocket the balance.
Accordingly, we are therefore not meeting the original objective and fees may revert to original amounts. People have to be extremely careful when dealing with international partners as they constantly monitor us.
Dont be the people that were rewarded and then lost it almost immediately.
Please note that there are no refunds based on fees reductions!!!!! It is sad that the very people we try to help are the ones that rock the boat.

A student traveling to Kisumu may pay for his/her transport directly and not through DALC, although DALC can help in arranging for the same. Please contact your student council. However, all transport arrangements must be communicated to me directly, through student council reps for each campus.
1. Note accomodation as Ksh. 500 per night sharing or ksh. 1000 double. If you want your own room, you will foot the bill alone but we must know 8 days before the function. This totals to ksh. 1000 for 2 nights sharing per student.
2. Meals (Lunch and dinner) cost an average of Ksh. 400 per meal. There will be lunch (Friday, Saturday), Dinner (Friday, Saturday). There will be Bfast at ksh. 150 per person (Sat and Sunday). This totals to ksh. 1900 for 2 days.
3. A student from Nairobi needs ksh. 2,000 approx for return transport
The Grand Total is therefore Ksh. 1000+1900+2000 for a Nairobi student totalling to ksh. 4,900. You have been asked to pay ksh. 3,500. It therefore means that DALC will cater for the balance due for students traveling into Kisumu from very far (Nairobi, Mombasa, and Nakuru to some extent).

The Main campus (Westlands) moves to a new location opposite Parklands Baptist Church on the 6th floor from January 2009.
This campus merges with Chiromo Lane Office which will be closed. It will be a massive state of the art facility, incorporating the the CARETM (schools programmes) as well.

Doing CATs online outside DALC requires that a candidate downloads "Academic Honesty Form", signs and returns to Centre Manager so that the Exams Department can approve you to do the CATs outside DALC.
You will also be required to complete a request online.
CATs can be doing online oustside DALC from 30th october 2008.
Do remember that Assignments contribute 10%, CATs 20% and Projects 70%. If you have not submitted all your assignments on time or have not done your CATs , they will be recorded as zero and you will lose the marks.

We are finalising arrangements to make sure that students can do CATs in DALC, their offices or at home or even in a cybercafe.
So effective 30 October 2008, CATs can be done outside DALC hence no need to come to DALC for CATs.
But you will need to adhere to date and time for CATs. If you miss the date or time, you will just get zero or await it in the next schedule which might take months.

Title: FEES REDUCTIONS
We can now confirm that our international partners have a greed to lower their examination and credit transfer fees and we have some financial support in some campuses that will see reduction in tuition fees from November 2008.
I will be communicating to you shorlty the new fees guidelines from November 2008 but below is a guide:
1. Total tution and exams for postgrduate (including credit transfer will not exeed ksh. 250,000)
2. Total tution and exams for Graduate Level (including credit transfer will not exeed ksh. 330,000) for 3 years in most campuses, giving an average of Ksh. 110,000 per year including exams. Since most do 2 years, you will be spending much less for your the bachelors route, noting that you will also still be paying in installments.
New Fees Structure will be sent to your campus by Wednesday next week. Please note that it is effective from November 2008.

Title: UPGRADES/CREDIT TRANSFERS
After completion of final diplomas and knowing that our programmes are registered by Ministry of Education and Commission for Higher Education, you are assured nationally and internationally of credit transfers to either bacheors or masters degrees and in a very short time.
Of course our competitors would like to play tricks so that we make public universities that would upgrade the diplomas. Once we make these public they will rush to them and pretend that they are better than us.
Recently, the same colleges that make negative claims about DALC alongside people they pay to propagate hate campaigns, were in UK to meet heads of institutions we work with so that they can also offer the same courses. They were shocked to meet me and one only said, " I came only to say hello to the President of The Academy". Of course, he travelled all the way from Kenya just to say hello and as though the president is his friend!
They were thrown out and when they came back, they were bitter and now left with no option but spread hate messages. We dont care!

Title: APPROVAL/VALIDATION BY COMMISSION FOR HIGHER EDUCATION(CHE) - OTHER PROGRAMMES
The CHE approval is a long and expensive process and takes place course by course. So far we have done it fully for Managment (with 101 courses) and Computing (with 53 courses) because these are the main courses offered at DALC.
It costs Ksh. 50,000 to validate one programme.
The most important thing to note is that since Cambridge and Oxford Association of Management programmes have been accepted in Managment and Computing, it is just a matter of time for the others to be included. Infact much easier since these other prgrammes are also offered by the same bodies.
CHE approval/validation can only take place for existing programmes with students. That is why there is an inspection before the approval. You dont expect them to come and inspect the air. They have to see our "demonstrated capacity" to deliver the programmes towards degree level.
Please be patient as this is going to take place very shorlty
for other programmes and we will introduce more programmes which will also be forwarded for approval i.e it is a continuous process.

I would like to see more activity in these classes.
We have equipment for the Mass Comm/PR classes which include modern TV and radio equipment.
I would love to see students set time for practical use of these equipment. We would like to put in more resources in this department and in other campuses outside nairobi, and will unveil minute plans shortly.
I should by now have active participation of of these students in making the DALC Newsletter and TV documentaries.

This should become available from 1st October 2008.
It means the last printed final projects to UK would be received by DALC on 30th September 2008. It is therefore wise to hold onto your final projects and upload in the appropriate portal from that date.
Once uploaded, your tutors will mark them online and you will receive comments also online.
This will hugely reduce costs of printing and inconveniences of postage and related. You will only be required to sign the Declaration page.

My attempts to make Recommedation Letters automated and active, have failed because the above staff have not updated daily student transactions in ICT Labs, Library and Extra-curricular Actvitivies. The Centre Managers have not also updated the Attendance portal for ecah student daily as required.
All these are in "Incidents" portal!!!!
It is therefore not possible for me to produce recommedation letters for students. I cannot make a recommedation Letter without full facts about a student!
May all concerned staff please update these profiles immediatelty.
For students who have taken part in extra-curricular activities, may you please furnish the Centre Manager with the details so that it is updated immediately.
Please use correct grammar and lanaguage context because it will appear in your reports the same way you got it typed in. The QAC only deals with validation of exemptions or credit transfers based on Accreditation for Prior Experiential Learning(APEL) so that those with work experience can get their years of relevant work converted into academic credit points (validated by QAC).
This is the only service QAC does for us with CAM and OXIM.
There are people who are confusing that QAC is a UK accrediting body yet all information about QAC is about APEL.

Title: NOTES, ASSIGNMENTS AND SAMPLE PROJECTS
Dear all,
One of the requirements from tutors is that they submit notes alongside sample projects 15 days before starting to teach. We then check the notes for quality before formatting to DALC standards and uploading to the online system. The same applies to 4 Assignments expected per month and the CATs questions.
A number of modules do not have notes and assignments but Centre Managers just allow the tutors to walk to class without them. Worse still, there are many tutors that collaborate with Centre Managers and still arrive late, sometimes miss classes, and carry notes and textbooks to class. These tutors have a lot of pending online work that still remain unmarked.
I am moving to stop all classes where tutors and and Centre Managers do not follow this policy. I warned those in Kericho and they thought I was joking. They are all out! I am moving very fast to ensure I do the same in other campuses.
Once again, I request all students where these problems have occured to be patient because I will stop their classes for 1-2 weeks while I make replacements. During this time please catch up with your pending projects.
The lost time will be covered by the next/new tutor in arrears such that you will not lose in terms of time and money paid. This will be done to ensure that,as a student, you get the quality that was promised.
Please bear with me as I can no longer waste my time in meetings with people who do not seem to care!
Accordingly, staff concerned with notes and sample projects must show reasons why they still need to be in DALC while not checking to ensure that all resources are available to students.
This bulletin should serve as a notice to all tutors and Centre Managers that from 1st October 2008, they will be deemed unable to deliver DALC services unless the notes and sample projects are submitted before that date for upload onto the online system.

Title: NO SCHOOL ON THUR 4TH SEP 2008 AFTERNOON, WHOLE DAY FRI 5TH SEPT 2008
Prof. Dr. Humphrey Oborah travels to Belgium Friday 29th Sept 2008 to receive his full professorhip award as announced earlier.
He will be escorted back home by an official of The European Academy of Intellectuals who will garland him with the "The Cavalier of Hope Medal" in Nairobi to signify "home escort", though the full ceremony will have taken place in Belgium.
Further, following the announcement at the last Graduation Ceremony, Prof. Dr.med. Hans J. Kempe, travels back to Nairobi to officially launch the faculty of Medical and Health Sciences in DALC. This is a special faculty that will not use the old-age and traditional pharmaceutical approach but uses energy cells blockage release technology known as GenoPuls.
If you have heard that in the 22nd century all treatment will be through laser technology then you know what I mean. Of course when people in our region fall sick they travel abroad for this "specialised" treatment. How about it being at home?
DALC will be the first institution in Africa under G8 Aid Africa to benefit from this grant and we need to really rally support in order to make Prof. Kempe feel at home. Further, it will result in 3 GenoPuls Bio-Physical Clinics in Kenya.
Please make sure that you attend in large numbers.

Title: WRONG MARKING
There are cases where a student did question 1 and skipped question 2.
The tutor marked and awarded in question 1, marks as 3 out of a possible total of 5
The tutor skipped question 2 since the student did not do it and did no also enter the possible total. This brings a problem since the total marks for q 2 will not have been added to the the final total such that a student who could have got 45 out of a possible 100 now gets 45 out of a possible 60 hence having a very high percentage score.
If student skips a question award zero marks out a possible 5 or 10 so that the possible total marks for the question is taken into account when the system works out percentages.
Mr Moses Wanjala of Mombasa is one tutor who is creating this error.
Can all tutors ensure that "weakness", "strengths", "achieved" and "possible max" marks, are all entered for each section so that totals are correct hence the percentage score for the candidate.
Do also remember that the questions for case study are called "description of task".
Otherwise you will have candidates scoring over 300% in CATs!!!!

Title: ONLINE CATS SUCCESSFUL
Except for interruptions in Campuses outside Nairobi (except Mombasa), online CATs went on very well in all campuses.
It is even more encouraging to note that those who were initially opposed were the first to heap praise on the same. I join them in the excitement!
The internet interruptions that affected online CATs in some campuses was occassioned by the fact that Access kenya (our current service providers) were using KDN (service provider we servered links with before) base stations (signal boosting equipment at local points).
One service provider had blocked data transfer in these locations perhaps hoping that DALC would be frustrated and subscribe for bigger badwiths and hence pay more. We did our own inestigations and pointed it out to them and the same has since been rectified.
It is normal to have such interruptions just like power can go off in the night and CATs have to be postponed. Of course those not ready for CATs will have real ball time if CATs are to be posponed (esp. online CATs). Such comments like "we said this thing would not work" is not really new to me.
Any new system can have its setbacks but after recording over 90% success in this online CATs project, I am more than motivated to ensure that all candidates do future CATs online.
Please have a positive attitude always.

To All Tutors:
All tutors at DALC have undertaken to submit CATs by the 15th of the month
preceding the new/upcoming module. We are already halfway into the month and
most tutors have not yet submitted their CATs as per policy.
This kind of delay will not be tolerated since all CATs must be validated
for quality before being uploaded into the online system a week before they
are due to be done.
All CATs MUST reach the Examination Department (reports@dalcafrica.com) by
2pm, Wednesday 20th August, 2008 and confirmations of the same emailed to

Title: THOSE COMPLAINING OF ONLINE CATS WERE THE FIRST TO FINISH , INTERNET REMOTE ACCESS POINT, MARKING, ETC!!!!
It is gratifying to note that those who had feared online CATs were the first to finish between 1 and 1.5 hours, meaning we did not need to cater for 3 hours of slow typing speed.
They could be heard saying, it was quick because I did not need to cancel an entire page we always do on foolscaps. Others said that they no longer needed to write too much like paper. They had to be concise enough to write only what is relevent.
At 20th century campus and Soin Arcade campus , there are remote access points where you can use your laptop to access internet without any cable connection. All you need to do is give us the laptop so that we configure it to access our network and there you go.

In some cases, power went off but this is not a big deal since the CAT can be rescheduled.
All CATs must be marked by 25th August 2008 without fail.
The weakness and strengths columns must be duly completed and marks awarded accordingly.
Candidates are expected to use the online complaints portal to point out pending CATs or Assignments or projects as usual for my actions.
On a diffrent not some students thought they would play games with the online CAT. I am afraid the computer cannot do the same thing for others and fail to do it for you. Wake up!

Title: LATE CATS
It is extremely disappointing to note that as late as last Friday evening of 15 August 2008, some lecturers were yet to send in their CAT questions.
You can imagine a student leaving his or her job and in some cases traveling from very far just to come and do a CAT that does not exist!!!!!!! A student travelled from Nyeri to Nairobi for 2 hours only to be told that the CAT is not there. How do I explain to the student that we are a serious and organised institution? And the same tutor and bulk expect me to be happy and pay as usual?
This is the highest level of arrogance and insensitivity that I cannot tolerate. Such tutors can count themselves out of DALC. The same applies to the examination officers and managers of this portfolio since they did not point out this anomaly.
CAT questions for lessons taught in July 2008 should been with the exams dept by 15th July 2008 as per defined policy.

Title: KERICHO CAMPUS
I am fed up with most tutors and front desk staff of this campus. They must give valid reasons why lessons are missed at will.
I am taking immediate steps to stop all classes of tutors who have been either missing or late for lessons. They same applies to front desk or admin staff since they did not inform me and it took the students to call and tell me how much they are suffering.
People cannot pay their money for a joke. We cannot set a high profile only for some primitive people to come around and make it look slump!
They must leave at once and I now request all students of Kericho campus to be patient while I take correct steps to make replacements.
Accordingly, some lessons will be postponed until the beginning of september 2008 to allow for staff to relocate to Kericho. Once setlled, the lessons will be covered in bulk such that at the end of the course the student does not lose in terms of time and money, since we will allocate more days and hours per week to cover the lost lessons.
I hope this sends strong signals to jokes in Kitale and Nakuru. I am very informed!

A few students today did log out and started calling me. Please dont waste my time if you cannot follow instructions!!!!!
I had also stated that candidates who are doing concurrent courses and modules need to be registered more than once i.e can have more than one Admission Number , for each course. If this did not take place, the candidate would be locked out of online CATs.
Today some candidates called me to complain that they could not access online CATs for the concurrent modules. Once again, this is the problem of both the candidate and the Centre Manager. Dont involve me!!!!!

The above campuses will do paper based CATs for July 2008 Session and NOT Online CATs as advised earlier.
But they must set their Time Tables Online for the July 2008 CATs so that their students can log into the system and type 'done on paper for each question and subsection'. Their tutors will later log in, make comments and award marks for each question and subsection.
It will also be a good practice for them.
However, should they feel that they are able for some classes or modules (make sure module is available online first!!!!) they are free to go online.

Center Managers please log into your online profile and use the ICT tutor to help you install the "special Online CAT software" in all computers to be used.
Instructions are mounted online just before you download the software.
Without this software, the online CATs won't anchor!

Title: ONLINE CATS FOR STUDENTS WHO TAKE CLASSES IN A DIFFERENT CAMPUS
There are students who take their modules in a different campus e.g a Buru Buru student may have a module in 20th century campus for a given month but is still a Buru Buru student.
When setting Time Tables for CATs, it is essentail that they do their CATs in their their campus of registration. However, THE STUDENT WILL SELECT THE CAMPUS AND TUTOR OF THE CAMPUS WHERE THEY DID THE MODULE LESSON!!!
For Example, in the above case if the student belongs to Buru Buru but took the module in 20th Century, they will do their CAT in Buru Buru Buru Buru ( unless arrangements have been made for them to do them elsewhere by their Centre Manager) BUT while selecting options during online CATs, they will select 20th Century as the campus and the tutor who taught the module (even though their campus is Buru Buru).
Please remember to remind the students to select the campus as the campus where they actually did the module lesson and the tutor who actually taught them.
FinallyA, Centre Managers must set CATs Time Tables with Computer Availability for ALL STUDENTS IN THEIR CAMPUS unless the computers are not enough, for which they will call another campus and agree as defined earlier for their students to do CATs elsewhere.
It is the repsonsibility of the Centre manager to cater for all their students even if they were taking a module in a different campus!

Title: CHANGES TIME TABLES IS A GRAVE MISTAKE FOR ONLINE CATS!!!!!!!!!
The online CATs work on the basis of the set Year Long Time Table and for the lecturer on the online Year Long Time Table.
It has come to my attention that some Centre Managers have since changed the Time Tables without direct and written approval from me. More so they have received lecturers who are not registered on the Year Long Time Table online.
It means that the students will not access the CATs for the module and will not access the tutor they know for marking. In Other words the online CATs will fail for them!!!!!!
Further, if a student has not been added to the Time Table online, he/she cannot do then online CATs. It is even worse when he/she has been entered for the wrong module, for July 2008 CATs according to the online Year Long Time Tables.
Even more interesting; how comes there are fewer students set for online CATs than are actually registered onto the online Time Table or DALC Online Register? I have only approved two students (Kisumu and Buru Buru) to do CATs manual. No more approvals are available at this time since all CATs begin tomorrow at 9am.
It is in the DALC policy signed by all staff that NO ONE CAN CHANGE THE TIME TABLE WITHOUT WRITTEN APPROVAL FROM HEAD OF MISSIONS. This offence means you are trying to defraud the instituion by introducing ghost lecturers and strange schedules and such will be dismissed without any further warning nor benefits!!!!!!!!!!!
All Centre Managers must immediatley log into the online Year Long Time Table (Course Calendar) and let me know through oborah@dalcafrica.com if the Time Tables match the online Year Long Time Table by 2pm today.
Students are advised to ensure that they are registered online and that they have been added for the right module on the online Time Table.
Please let me know as soon as possible so that I can adjust the system to allow you access to the CATs.

Title: CATS TIME TABLES
I cannot see the above for many other campuses like Nakuru, Kericho, Kitale, MSA, 20th Century, Westlands, Buru, Hurlingham.
Please go online and update the same so that students know their Time Tables. Do advise students accordingly. There is a profile available online to indicate number of computers and then set the CAT Time Table.
Please print and announce the CATS Time Table to all.
Students at 20th Century Campus may do CATs at Hurlingham or Soin Arcade or any other campus. Centre Managers need to call these centres and agree on availabilty of computers before setting Time Tables.
They must also email to the centres the list of students expected to do the CATs by 13th August 2008 , with their fees and other obligations status.
Centre Managers must ensure full invigilation to ensure no copying takes place.
Tutors for the same module cannot invigilate their own CAT but is is essential that the one invigilating can support the candidates with 'how to' tasks.
They must also ensure that there is enough ICT Tutor support for candidates in the ICT labs so that candidates can be assisted e.g on how to open MS Word, how to draw graphs using MS Word or other, how to upload files, etc
Don't forget that all students must be registered for online CATs whether they have been approved to do paper based CATs or not. Kindly ensure that all students are registered on the online Time Table. If they are not on the online Time Table, it means they are not registered for the CAT.
All those who have been approved to do paper based CATs are expected to still log into the online CATs portal and type 'done on paper' for each question and subsection. This is very important even for School Programmes!So computers need to be allocated for this group as well.

Title: ONLINE CATS START THIS WEEK
Online CATs begin this week in all campuses.
Centre Managers are expected to set computer availability and CATs dates and times. I have already seen some done but time set for 2 hours instead of 3 hours I allocated earlier. Candidates should be informed that it will be 3 hours.
Further, candidates who have been approved do Paper Based CATs are still required to log into the online CATs and type 'done on paper' for each question and section and finally press the button for CATs completed. This applies also to candidates under Schools/CARETM Programme. They can be helped in this regard.
So all students must be registered for the online CATs. It is also important to note that a student who was never approved to do manual CATs should not be allowed to do the same.
It is important to note that CATs Time Tables for the same course and module must be done on the same day for all Nairobi campuses or a campus oustide Nairobi. For Example Business Finance II will be done on the same day for all campsues whether in Nairobi or elsewhere. Centre Managers must ensure this.
Candidates must now check and note CATs dates and times online from their profiles as defined in the Student Contract.
CATs results will connect directly online to UK Exam bodies from Sept 2008 and candidates who will not have done so will have forfeited CATs marks (20%) and projects may not be marked.

One thing I forgot to mention, even though IIU in the past got some bad press, they have made efforts to turn this negative issue into a positive issue. I forgot the name, but they are now aligned with an education network of institutions which collaborate together to provide education services to students globally. The main body of this education network comes out of Singapore and has networked with some very reputable universities and colleges around the world. As you know, the Singapore government is very strict on education providers and bodies that operate from Singapore. If it wasn't for this fact, IIU would not have been approved for accreditation by us.

I respect these people more them paper pushers, as they show that they are really keen and want to try.

Title: MARKING
This is to advise all that Marking requires that a lecturer puts comments for each Question and its Subsection. This should be done under "weakness" and "strength". So if a tutor gives 3 out 5, the comments should indicate the weakness that lost 2 marks and the strength in the answer that gave 3 marks.
Marks are totalled automatically and updated on student profile.
Some tutors, being lazy, and trying mischief, make comments that are very general like: "does not meet DALC standards", which cannot help a student to identify weakness or mistake hence correction.
If any student finds such , please use the online complaints portal and report the tutor immediately.
There are also tutors whose work remain pending (i.e not marked for more than 7 days) yet students and myself or staff have even complained and advised. I request students to be patient while I take steps to dismiss these tutors and that classes will be temporarily stopped for one week while making replacement. Lost time will be recovered by having extra hours during the month.
Some of the tutors have already been dismissed and more will follow. I cannot talk forever with people whose attitude remain local while handling an international curriculum!
You rather lose one week, which you recover later, than waste the entire module or course.

Title: FEES
All tuition fees must have been paid by 5th August 2008 unless written approval has been provided by me.
All exam fees (for those due) must have been paid by 31st July 2008. Any pending exam fees must be paid by 31st August 2008 without fail to avoid penalties and elimination from exams time table.
Do remember that there are deadlines for UK (Cambridge and Oxford) exams fees payments and that there are specific exam assessment periods depeding on when you registered. Check with your Centre Manager for details.
It is always expected that you pay exam fees immediately the "module teaching" is over i.e paid per month for the module taken. Otherwise, it is treated in UK as pending hence penalties apply unless approval has been given for late payments.
Accordingly, many students are in exam fees arrears and must clear by the said date to avoid inconveniences which in my view might be serious.

I walked into Eldoret Campus today and was impressed to see many students (old and young) making trials.
More importantly, was the positive attitude from the students who were being helped by the librarian, tutors and ICT staff.
I do not understand why librarians in other campuses are sitting idle yet the Eldoret Librarian is only 2 months old and really doign her best.
Why do older students in Nairobi demonstrate more phobia than those in Eldoret? As a matter of fact the old students in Eldoret told me straight that this is the best thing to come to them. They only need to be allocated more time which I agreed to.
The REAL Online CATs for July 2008 Session begin from 15th August 2008. Centre Managers should now email to me the full Time Tables with computer allocations.

No staff is allowed to take any library book from DALC libraries.

I will advise when staff may carry text books outside libaries later. For now, they only use the books in the library.

Title: PROCEDURE FOR COLLECTING EXAMINATION RESULTS
We are about to hook our online system with Cambridge and Oxford for all academic processes.
This inlcudes student IDS, Admisions Letters, Transcripts and and Final Certificates.
Accordinlgy the following procedure will now be used to collect academic materials above.
1. Once documents (IDS, Admisions Letters, Transcripts and and Final Certificates, etc) are received from UK, an email will be sent automatically to the student and Centre manager.
2. The student will print the email and take it to the centre manager who will then make a request for the documents to be sent to the centre. The student can also send a letter through their online portal (Letters) . The Centre Manager will attach to us the fees payment history and other obligations to DALC. This should include copies of bank slips. Receipts only may not help since they could have been forged! The student may also provide information on payments through their online portal (use Letters option) and send by securicor copies of their bank slips and other items to The Head of Missions, DALC EDucation, Chiromo Lane, Next to Club K1.
3. For campsuses in Nairobi, we need 3 working days to process and get the said documents to your campus. For those outside Nairobi, we need 7 working days to process the documents and get them to your campus.
4. Student IDs have been very slow to process because we receive them in print format. It takes long to collect a bunch and send by DHL to UK where they would be scanned and processed before being sent to us. From now onwards students be required to submit their scanned photos online via their profiles. This will make it very easy for us to submit the same to UK immediately and hence make it very fast for us to receive the student IDs.
Studens can easily do this in a cybercafe. I would rather you spend Ksh. 30 and get your ID on time than wait for months!

Login thus: User name: jairus Password: jay Once logged in, click on the link 'Online CATs Trial' and enjoy the show. For staff (i.e tutors) marking will be available in your portal in the usual way. But it is essentail that tutors now log in as students so that they also sample and have the feel of it. Keenly note that you have tools like MS Word, Excel etc which should help in answering questions that require diagrams. Ask your ICT tutors how to do things like 'mc2' in the right way or how to draw graphs using MS Word or Ms Excel. Remember once you have done something using MS Word or Excel, you will need to save the file with some name then later upload it in the provided 'Upload File' facility on Answer Sheet portal for each question. Dear all,
The Online CATs will be on trial from Monday 4th August 2008 up to 9th August 2008.
It is only after 10th August 2008 that we may start the said online CATs. No CATs should be done until I declare them "on-going" and Time Tables published for the same.
I am saddened to note that one campus has held manual CATs against the policy set. We would of course be very interested in knowing the urgency and arrogance related to the same. These CATs done outside policy are hereby declared null and void and will not be recognised.
It is important to note that those who feel that they cannot be able to do CATs even after trial, will write directly to me and get approval as advised in the earlier bulletin.
We will adjust the system to allow more time if typing speed is low. We know that it should come slowly and that with good encouragement, we will all get there!
This noble objective cannot be wished aside just because someone fears the unknown. We must get our country and continent at par or beyond others.
Lecturers and admin staff who have been trying to talk students out of online CATs so that they can still manipulate the academic process, should know that I am aware and will catch up shortly with them. They should know that they are not helping these students to grow!
For those who will be approved to do paper-based (manual) CATs there is still a procedure on how the results would be updated online so that they can reach Cambridge or Oxford online like the rest. It is therefore wasteful to do CATs manual without being approved.
Let us all move from level A to level B.

Dear all, When banks like Standard and Chartered and Barclays introduced ATMs, most people had been making snake queues around buildings just to get bank balances, deposits,etc. They said that you could even deposit your cash or cheques through the ATMs. For those who fear the unknown, this was total nonsense since their "money would be swallowed through the walls". The bank gave the customers two alternatives: - Use ATM and no charges, no queues - Get to cashiers and be charged Ksh. 500 per transaction. All went for ATMs and are proud of it today. Education is about getting new knowledge to either create new opportunities or to improve on existing ones. It is therefore imperative of learners and educators that candidates do not leave academic institutions the same way they came in. More importantly, in Africa and particularly Kenya, there are many people who were locked out of degree level education and now have new opportunities through institutions like DALC to acquire international level education without inconveniences of travel and related costs. But some of our people come to these institutions mainly because the name Cambridge or Oxford sounds great. They are looking for papers to show for employment or job promotion. They have definitely got us wrong. They want something international while their conscience is still local. Our mission is to ensure that we entrench education that enables people to identify real problems and solve them in real world and so we are not interested in people whose main objective is to use all means to just acquire papers! It is on this basis that DALC embarked on serious international level competence in education and particularly in the use of ICT or the online system. The online system solves many numerous previous problems like acquisition of notes, syllabi, etc. It further solved problems related to "I submitted my assignment or project and the lecturer lost it,I am not ready to redo it". It further solved " it is costly to print all the drafts of assignments and projects before doing the final one". We only had CATs remaining manual and the same issues are still there when people are asked to attach copies of assignments and CATs at the back of their final projects. We have designed the Online CATs to address these issues so that CATs are "not lost or not yet marked". But more importantly, with assignments, CATs, Projects all submitted and marked online, it means we can connect our online system directly to Cambridge or Oxford and this further means no printing at all. Only declaration pages will be printed and singed by candidates. You can imagine how much saving in terms of printing and related inconveniences this will be. Now some people who fear the unknown are already trying to speak negative about online CATs. They have not tried it , they don't know how it looks but they just fear it. Just like the banks, we cannot invest in technology and fail to reap the benefits. We spent over Ksh. 10 million in the ICT infrastructure and a recurrent ksh . 1 million every month. Students WILL DO ONLINE CATS without fail. Those who cant will write to me directly stating the reasons then I will approve and allow printed CATs. However, they will part with ksh. 1,000 per CAT paper to cater for the unnecessary inconveniences. Centre Managers will enter these letters online through "Letters General" and I will then give the said approval. I would rather someone who says I will try it but I know I am slow. Can I get more time or can I practice for 1 month then next month I will be ready for the online CATs? Moreover, we will have ICT tutors in the exams rooms to help you with everything you need. This includes how to type, save or import your work. They will even show you how to draw or do things that you could not do before during the CAT. Finally, I have a big ethical obligation to move Kenyans and the rest of Africans from the current level to international standards of education and literacy and I can only do it if I embrace modern technology. RE: STUDENTS’ MEETING TO BE HELD AT THE PRESS CENTRE AT SOIN ARCADE, 2ND FLOOR ON Wednesday 18TH JUNE 2008 AT 9AM.
Let me take this opportunity to first send out a message of felicitation to all our students who graduated on this year’s Grand annual graduation which took place at the Nairobi Safari Park Hotel on Friday, May 30.

I also wish to congratulate all students who participated in the medley of extra-curriculum activities during the DALC Weekend. In that respect, you are hereby invited to attend a very important meeting for all students, as above, to be held at the Westlands Campus (Soin Arcade 2nd Floor).
The Agenda of the meeting will include:
1. Launch and presentation of DALC DVDs; i.e DALC Weekend (Sports Day and Mr & Miss DALC 2008)
2. Launch of the DALC KTN Weekly Programme ( “The Class”)
3. Inauguration and installation of the Student Council
4. Launch of The Student Council Magazine “The Class”
